Principles of
waste management
in Lower Austria

The principles of waste management in Lower Austria are set out in a special Waste Management in Lower Austria Act (AWG) and detailed in the Lower Austrian Waste Management Concept.
This concept outlines the principles underlying waste management:

>

waste avoidance as the priority goal

>

recycling of waste material to the extent that it is ecologically advantageous and technologically feasible

>

biological utilisation of organic fractions in the household garbage, i.e. production of compost that is largely free of pollutants

>

incineration of energy-rich components which cannot be recovered

>

environmentally compatible storage of solid residuals on a largely inert and suitably conditioned site

Based on these principles, it was decided in 1994 to make provision for the incineration and thermal utilisation of household, bulk and industrial waste, to establish AVN Abfallverwertung NÖ (changed to EVN Abfallverwertung NÖ in June 2009) and, finally in 2001, to build the thermal waste utilisation plant at Zwentendorf/Dürnrohr.
